[Declude.JunkMail] is that a list for "accepted domains"

Even if a domain is listed on several spam lists, can we maintain a private list of email domains that are excepted?   I need certain distribution list to be allow through junkmail, but would rather list individual domains and still configure junkmail to stop all that meet the rules for junk.   Make any sense?   Thanks,   Mitch
