It is up to the user to decide specifically how to use the tests based on that information. For example, a car wash business might decide to heavily weigh any E-mail coming from any foreign country, since virtually all of their business would be within their own country. Or, if you have a lot of users that use a specific Internet provider, you could use a negative weight from IPs listed at that Internet provider.
