Scott has a tool specifically for this:
http://www.dnsstuff.com/tools/cidr.ch?ip=

Put in one of the IPs of the range at the end 
http://www.dnsstuff.com/tools/cidr.ch?ip= 61.128.0.0


and look at the output.  Choose the range in the 2nd and 3rd columns that best matches 
what you want (evidence of the spammers range), then grab the CIDR from the left.  My 
only issue is that with the CIDRs on the far left most end of the HTML page, it gets 
copied out as <cr>61.128.0.0/28 so when I copy and paste them I have to manually 
delete the return.
