Could I use this WHITELIST TODOMAIN @domain.com to add to the global config for each domain that we don't want to scan (virtual hosted) due to the customer not wanting SPAM filtered mail and by which cutting down on Junkmail's processing time.
You can use the "WHITELIST TODOMAIN @domain.com" option, but it will not normally cut down on processing time. It is used primarily to make sure that no action is taken on the E-mail.

What about outgoing mail (i.e. via WebMessaging or SMTP), will the above line pick up both. Thanks,
Yes.

Outgoing web messaging mail is another story, but not too important as far as Declude JunkMail is concerned (normally, outgoing web mail won't get scanned at all).
