I created this file and put a new test line in the global.cfg, but
have a question. There was a whole class-c bank of porn ad spam mailers
that I wish to block. Instead of putting in every IP address, can I just
put this entry in the IPFILE.TXT file? xxx.xxx.xxx.xxx/24

Yes, that will work fine:

To blacklist a range of IPs, you can use CIDR style IP ranges. For example, "127.0.0.0/8" would blacklist all addresses from 127.0.0.0 through 127.255.255.255. "127.0.0.0/24" would blacklist the Class C range from 127.0.0.0 through 127.0.0.255. For assistance on CIDR ranges, you can use the CIDR tool at the DNSstuff.com site.
