Yes, because if you do not disable the Osirusoft tests, it will only cause unnecessary mail processing delays, as your queries wait for a response and eventually time-out (approx 10 seconds), since the rbl is no longer responding to queries, or is returning bogus responses. In either case, not a good thing...
