I have a couple of customers that want to be whitelisted completely so I
added "WHITELIST TO [EMAIL PROTECTED]" to the global config. The only thing is
that I have found out that if spam is sent to multiple recipients and this
person is listed it is allowed to come to everyone on the list since the one
person is whitelisted.
Am I doing something wrong or is there a way to prevent this.

Unfortunately, that's the way that SMTP was designed (30 years ago). It allows for a single E-mail to be sent to multiple recipients, with the idea being that all recipients will receive the exact same E-mail. Essentially, several of your users are "sharing" an E-mail, and one doesn't want any spam control, so they are allowing it through for the other users.

We do have a new "BYPASSWHITELIST" test in the works that would allow you to bypass the whitelist if there are more than X recipients, and the weight of the E-mail is more than Y. That way, the most blatant spam wouldn't get through even with the whitelist in place.
