Scott, the message was outgoing, but I do not have any outgoing tests
configured in my global.cfg file, nor do I have any "IGNORE" actions set on
any incoming tests.  I did a column by column compare of my global.cfg tests
against my $default$.junkmail files in Excel, and all global tests were
defined in all $default$.junkmail files and all actions are set to WARN,
except PERCENT, which is set to HOLD.

I can set the logging to HIGH, but any ideas what else I should look at?
