I am relaying mail for a customer. The emails have declude inserted in the
headers but the actions are not being taken. How do I set declude to take
actions on domains that are not hosted on my imail server? Thanks

Before I tell you the answer, the big clue is here:

X-RBL-Warning: WEIGHT10: Weight of 19 reaches or exceeds the limit of 11.

Declude JunkMail only adds the X-RBL-Warning: headers when you use the WARN action. That means that you are using "WEIGHT10 WARN" as the action for the WEIGHT10 test for this E-mail. That will help you track down the problem. In this case, the "WEIGHT10 WARN" line probably only appears in the global.cfg file.

The answer is that IMail treats relayed mail (including E-mail to domains that IMail acts as a gateway for) as outgoing mail. Therefore, the actions from the \Imail\Declude\global.cfg file are used. However, you can override this by setting up per-domain settings for those domains (for example, you could copy the \IMail\Declude\$default$.JunkMail file to \IMail\Declude\example.com\$default$.JunkMail).
