Just spit whatever output would goto logfile as if "LOGLEVEL HIGH" or
LOGLEVEL DEBUG or whatever is in the config file to STDOUT rather than the
logfile, then abort.

If the -diag appears on the command line, no action is taken, nothing is
added to the headers, only output via the command line unless redirected to
a txt file.
