Dan: To answer your question I think the DELETE action is a final action. Meaning you can not ROUTETO and then DELETE the same message. Scott.. Correct me if this is not the case.
What we had was a COPYTO and ROUTETO so we would review it in our spam account and then go to SPAMCOP and report it there as well. I do not think you can ROUTETO and the DELETE. But I could be wrong... A message which scores 55 typically has to fail 7 or 8 tests. In the case of Ipswitch, they might have got on a Blacklist but there's no way in my system that they would've failed enough other tests to be flagged as a high weight spam message.
