Having the release notes include minor comments about interim releases, which will then be combined into one major note for a beta release, should clear up a lot confusion and give us some idea of the features to come.
It will also help us to figure if we want to implement a certain interim release or not, which in return will help you by reducing support emails (why did this break, whats new in this, how do I solve this problem) when they look at the release notes for the interims. The main reason we can't come up with new betas for each new feature/fix is because there is a set of procedures that need to be followed for each one (backing up the source code, updating the release notes, uploading all the associated files, sending out notices of the new release to the mailing lists, etc.).
