You can use also the HOLD action with a weight of 1.
If you hold on 10 points this mean that you can assign to any test a minimum
weight of 10% of your hold weight (=1 point)

So if you want only a more agressive weighting system I consider to increase
the weights for any tests instead of reducing the hold weight.

I personaly have in use a weighting system with hold on 100 points. This
gives not only a finer "resolution" but you can see also immediatly the
individual weight of a test as his relative value:

HOLD    ->  100 points   ->  100%
SPAMCOP ->   30 points   ->   30%
...
