This IP shows up as "IANA Reserved" - but it seems to be a dial-up IP range for Tiscale (a huge multi-natioinal European provider).
If you download the latest all_list.dat file from http://www.declude.com/release/178/all_list.dat , it takes care of that. That IP was just delegated less than a month ago.
