If/when we get a NOTCONTAINS filter command a lot of things like this could
be done very easily.

IE, at the top of the Anti-Gibberish filter you could have some code like -

SKIPIFWEIGHT  100
TESTSFAILED   END   NOTCONTAINS    GIBBERISH
rest of the anti-gibberish code
