There is a BASE64 test that part of Declude.
I don't weight it very highly. For my company so far in April, 10% of the items that 
failed the BASE64 test were non-SPAM e-mails. The 10% are predominately .gov, .edu and 
states with a .us TLD.

I'm seeing BASE64 being used more and more by spammers. Any suggestions on
how to catch specific content that is BASE64 encoded?
