Maybe I'm way behind here, but what is the all_list.dat file?
It is used by the experimental geolocation system in Declude JunkMail Pro (which identifies the country(ies) the E-mail passed through based on the IP(s)). This then lets you have a header showing the list of countries, and filter based on them.
For further details, you can search the archives for "all_list" or "all_list.dat".
