Matt, This might be a little more than what you need, but we use a product called a NetEnforcer for bandwidth limiting at our shop. There are a lot of other monitoring and accounting features as well. You can find information about them at www.allot.com. This will allow you to rate limit based on IP address, MAC or host name.
