Really, whoda thunk it...  ;-)

The file was actually updated while the service was stopped to change the decludeproc.exe file. It appears that the version 3.0.5.14 does not like something about winmail.dat attachments.

David, I made the suggested change to my declude.cfg and within 3 minutes
the orphaned .vir directories started showing up in the "work"
sub-directory
and messages were being moved into the "review" directory.  I will send
you
and support the trace evidence off-line.
