Yes, I have that too. Again, incoming mail is scanning just fine and have
been for years... I am just now looking into outgoing mail scanning.
The messages are held or deleted properly for messages coming to our server,
but I sent a test message to another server not running declude and it went
through, although the headers said the score was 17....

That is a test definition. After that, you also need to put something
like:
WEIGHT10 WARN
WEIGHT10 HOLD
