Travis,
Everyone is telling you what is wrong, but you aren't listening
carefully enough to understand. I would suggest that you go back and
read things carefully, because everyone said correctly what you need to do.
Simply put, the actions that you define for outgoing E-mail need to
appear in your Global.cfg and not in $Default$.junkmail. Incoming and
gatewayed E-mail is handled by the JunkMail files while outgoing E-mail
sent by local users is handled by actions contained in your Global.cfg.
You could for instance just copy the contents of your $Default$.junkmail
into the bottom of your Global.cfg and you should be fine.

That is a test definition. After that, you also need to put something
like:
WEIGHT10 WARN
WEIGHT10 HOLD
