Blocking by character sets seems like a pretty dangerous proposition.

The beginning of many of these character sets is ASCII English characters. So you can have an English message composed with the GB2312 character set. I have an employee from Russia who regular receives Cyrillic (koi8-r) emails.

I do see value in using the character set in a Declude Junkmail weighting system if used carefully.

We just filter their mail for spam and pass it on. I just reverted back to 4.3.7 and now we are catching spam again for them We catch over 4000 spam messages per day for one of these clients alone so you can imagine their complaint this morning.
