SQL Database Mirroring is available in their Standard Edition, and I believe that in a Active / Passive architecture, only one license is required.
We use it, but our needs are slight. I have a friend who uses it, and they've a very complex telephony app, and they've been happy. They migrated from whatever the CA db mirroring application is.
