If the global.cfg file is present, Declude JunkMail will start; if the 
virus.cfg file is present, Declude Virus will start.

Yes.  You can just rename the appropriate config file.  For example, if
you 
do not want Declude Virus to start, you can rename the 
\IMail\Declude\virus.cfg file (to virus.bak, for example).  If there is
no 
\IMail\Declude\virus.cfg file, Declude Virus will not start.  If there
is 
no \IMail\Declude\global.cfg file, Declude JunkMail will not start.
