We had the same problem and discovered it was occurring when our web server mailed out to it's list of subscribers. The solution was adding the line "MAXATONCE 20" to virus.cfg. That limits the number of processes that can run at once. Solved the problem and the messages posted much faster. (Trying to run hundreds of copies of declude at the same time caused memory thrashing. Thus, the symptoms you describe.)
While we used 20 as the setting, your situation might require something different. Play with it. It's not unusual for it to take 30 or 40 minutes for an e-mail to process (incoming or outgoing). I always worry that during these bogged times viruses may be slipping through unnoticed.
