XP has the "feature" that if a particular network port is not physically
connected it will disable it - this means that you can get a ping to the
loopback address (127.0.0.1) and but NOT from the actual IP addresses.

"Not physically connected" can occur for several reasons, cable not in,
switch settings that are incompatible through to network guys establishing
VLANs within the switches with the server on one side and the clients on the
other, etc.

Further, we had problems when the packet size parameters where changed on a
couple of routers.

Check if the server is actually connected - can you PING to the real IP
address from a client and can the server PING one of the clients ??

Sounds like something is seriously wrong at the network layer ..

One check we use is to carry onsite a small cheap (read very dumb) switch
and connect the server and a client directly through that switch. When it
all works OK, it is amazing how network guys suddenly admit to changes they
have made ...
