There is a package (includeing components) called Visual Voice from ArtSoft.
This (with te appropriate hardware) gives full control pf telephony
applications e.g. write your own Interactive Voice Response (IVR) system.

This may be cracking a walnut with a sledge hammer but may fit in with your
requirements.
