Sometimes I have managed to get in by starting another copy of D4 while the first copy is locked up.  The 2nd copy works and then you can kill the first.
 
And/or, get rid of IE5 - I'm just about to do this myself as I now have problems with D3 and D4 only starting crapping out after I installed IE5.

Win 95 + IE5 - I think I must now do a full reinstall of win95 to fix this as the only thing left is the registry :-(
At this time I cannot actually use Delphi at all !!!!  If it was version 1 I could forgive this but this is 4 - I despair ...

Do you have IE 5 installed?  NT or 95 or 98?
 
I get similar lockups but without a message.  Sometimes I get this message or others and no lockup.
