If you're going to spend a bit of time on the UI, consider using
toolbars and bitmaps instead of buttons with words. I recommend the
Toolbar97 component http://www.jordanr.dhs.org/ as a nice component
toolbar. Regardless, both the cases you mention have their place.
An example of using case a might be the "Microsoft (R) CD player"
(start, accessories, entertainment).
For case b, we have here a button with a light on it that lights up when
you click it - it looks very flash. :)
