Your 'simpliest' solution probably is citrix winframe
and all the databases centralised on one machine

It looks nasty but for a 1 off project it is very cost effective! especially
if they already have internet access at each site.
(You can use ADSL but not thru xtra)

The HO Hardware and SW will cost 20-40K and you plug and go - from an app
point of view you are dealing with a local
server

You could spend head developing a 'ideal' 3 tier solution but as I said for
a 1 off with a small number of users
it doesn't make sense.
