What's wrong with InstallShield express? (or is it not included in your
edition?)
Failing that, InstallShield Real Version, and Wise, both have scripts that
support the BDE, so you don't really have to figure anything out yourself.
They do cost bucks though.

This link looks useful, uses the free install program 'InnoSetup', which
I've used before quite happily. (No UI, but damn simple)
