Have been there.

Writing a custom installation tool is NOT trivial.  It looks like just copy
a few files from here to there and write some registry keys.  There is a lot
more to it, particularly if you are looking for windows logo certification
for your product.

In addition the BDE redistribution agreement requires you to use an
"approved installer".  I don't know the requirements for getting approved...
