FastReport (http://www.fastreport.ru/) is US$99 and is one of the lightest
available.
I started using it a while back & it's richtext support was one of the
reasons. That price includes the user-level report builder. It connects to
TDatasets (along with other methods), so it's compatible with everything.
There's a QR to FR converter (although I've never used it). It exports well
(to TXT, RTF, CSV & HTML) and there's a 3rd party add-on
(http://www.pragnaan.com/download.html) for exporting to just about
everything else (including PDF, GIF, JPEG, BMP, EMF, WMF). It's written in
Delphi & has a pascal script interpreter built in. And while I've never
done any direct comparisons, rumour has it that it's fast ;)
