Not really. Your maintenance agreement entitles you to 3 support cases. The support cases are then added into the RAID system or QC if the support person is really keen. They will try and find you a workaround to the issue or how to fix it. If it is a bug, I don't believe it is counted as one of your 3 cases.
The vanilla maintenance agreement doesn't entitle you to official support hot fixes, there are other support levels (not aware of the details... Chee Wee?). Most QC sysops are volunteers and sometimes we just have better things to do than to do CodeGears work for them. CodeGear are getting more active in QC and it is being utilitised a lot more.
