Then uninstall completely your RAD Studio / Delphi 2007 (whatever you have). Manualy remove any folder having the product and manually remove everything in the registry (be careful to not delete anything else !). Thnik about making a windows update and taking everything that is available.
I suggest you download the ISO track for RAD Studio 2007 update #3 from http://cc.codegear.com/item/25015 and burn it to a CD. Then install from the CD. Then you download december update ( http://cc.codegear.com/item/25238) and install it over the new install you've just done.
