Ah yes, I see. The other way to look at it is that if you haven't upgraded since D2007 then you are "up" by $500 USD for each version upgrade since... (2009, 2010, XE... $1500 in total). So if you upgrade now/in the next 3 months you get $2000 worth of upgrades (2009, 2010, XE, XE2) for $500, PLUS retain the right to upgrade to XE3 - or indeed the right to not upgrade again until XE6 if you prefer (assuming current policy and practices continue).
I understand the problem of not being able to use those intermediate (or indeed current) versions directly, but at some point I guess the value in the transaction has to be weighed in terms of opportunity cost as well as more tangible measures. Which isn't to say that I agree with the tactic of strong-arming upgrades in this way. I don't.
