It sounds like you should upgrade one license, and see how well your
legacy applications compile and start doing a bit of testing - you may
even be able to do this with the trial - I quite like the recent version
of Delphi, however XE2 seems to be a bit of a step back in terms of
stability of the IDE, I presume this will be resolved in the next few
updates.

Agreed.
If I put aside my grumpiness about the Unicode issue (which does annoy
me) I don't actually have a problem with the overall policy, in my
opinion pretty much any software company that wants to grow longterm
these days needs to have a way of getting ongoing value out of
existing users whether through maintenance fees, upgrades, or
whatever. So it's a fair cop to say that upgrade pricing is only
available for 3 years or so.
And I really would like to use XE2, just frustrating that we have this
unwelcome obstacle and potential stumbling block with our biggest
customers to overcome.

Ah yes, I see. The other way to look at it is that if you haven't
upgraded since D2007 then you are "up" by $500 USD for each version
upgrade since... (2009, 2010, XE... $1500 in total). So if you
upgrade now/in the next 3 months you get $2000 worth of upgrades
(2009, 2010, XE, XE2) for $500, PLUS retain the right to upgrade to
XE3 - or indeed the right to not upgrade again until XE6 if you prefer
(assuming current policy and practices continue).
I understand the problem of not being able to use those intermediate
(or indeed current) versions directly, but at some point I guess the
value in the transaction has to be weighed in terms of opportunity
cost as well as more tangible measures. Which isn't to say that I
agree with the tactic of strong-arming upgrades in this way. I don't.
Also, upgrading now would equip you to undertake NEW projects in a
Unicode version of Delphi (if possible and relevant), or at least test
them (or specific pieces of new code) in such a version while
developing primarily in 2007, making any future effort to migrate ALL
your projects to Unicode that bit easier than if you continue to
create ALL projects in non-Unicode versions untested in a Unicode
version, creating just more "will it convert/migrate
safely/easily/reliably/performantly" questions that you have still yet
to answer.
imho. ymmv. :)

Yes, this is a nice feature and one I applaud, but not particularly

Delphi 2007 licence I agree).
My point is that we already have Delphi 2007 licences. My complaint is
that apparently they intend making these licences invalid for upgrades
in three months time. That implies we should upgrade shortly BUT we
can't actually use anything we get out of the upgrade. So the upgrade
would purely be to get upgrade pricing and hoping that we will be able
to use XE2 sometime in the near future.
Given that two upgrades cost more than buying from scratch the
question of whether we would be able to switch from 2007 to XE2 before
the next version (XE3) comes out becomes critical. I don't actually
know the answer to that currently.
Cheers,
David.

You need not worry too much on that score.
XE2 continues the "feature" introduced in XE of providing licenses for
a number of earlier versions of Delphi. That covers D2007 thru XE and
Delphi 7. The only slight catch is that you have to specifically
request products keys for those additional licenses within 180 days of
registering your XE2 license. But 180 days (6 months, give or take)
is plenty of time (but also enough time to "forget"!), but they could
make the process of obtaining those keys easier ... well, getting the
keys is easy enough, but finding out where to GO to get them isn't.
You would have thought they would put a URL in the ESD order email (or
better yet, just send you keys and download links for ALL versions to
which you have entitlement).

The problem with this policy Embarcadero has is that Delphi 2007 is
the last non Unicode and many (including us) are stuck on that because
Unicode will inevitably introduce some bugs, take up a bit more memory
and potentially slow things down which are all negatives for our
biggest customers and given these customers are English speaking there
is no upside for us to point to (they don't really care that the
software can then be made to support Japanese etc).
So upgrading to Delphi XE2 currently would be purely just to keep us
in the upgrade loop with a valid version. We can't use any version
newer than the one we already have. And that sucks.
Having said that there are sufficient new features in the language and
the IDE appears to have stabilised enough with the recent versions
that we MIGHT be able to make a commercial case for upgrading our
applications to XE2. It is just a much harder case to make than if
there was a switch to turn Unicode off (as I believe Jolyon has
lamented in the past).
Cheers,
David.

Note that the NZ store is the "International USD Store" so prices are
in USD.
Note also that as mentioned in my reply to John, upgrade pricing is
only valid for D2007 licenses and later (D2009 and later from 1 Jan 2012)

iirc the (current) policy is "current and two previous versions"
So for XE2 "current" = "XE" and two previous would be 2010 and 2009.
Since they introduced the upgrade versions window "traditionally"
they have extended an "upgrade amnesty" for the *next* older version
until the end of the year following release of a new version. All of
this would appear to still hold true this time around. From the
Embarcadero online store product information page:
* Upgrade pricing is available to registered owners of 2007-XE
versions of RAD Studio, Delphi or C++Builder; Professional,
Enterprise or Architect editions.
* ...
* After Dec 31, 2011, only 2009-XE users qualify for upgrade pricing.
So your D2007 license will remain valid for upgrades until Dec 31 this
year.
