I'm still runing Delphi6. Small code fast complie so no reason change. 
However the longer you leave it the more features Delphi adds so it takes 
longer to learn the new  environment. 
If you are writing simple (yet very effective) programs stay with 7

I recently bougth an Acer Win8.1 11.6 inch laptop/netbook with a 1.6 Ghz 
processor instead of a tablet and Delphi runs and complies perfectly on it. I 
do use an external monitor when back in the office.

I too used dBase and it's 
a rather difficult learning curve to change over. What we call databases are 
now called tables. A database is a collection of tables etc.
I originally used Absolute Database but now MYSQL as it allows me to access it 
over the web. You will have to learn some SQL commands to get it work well. 

If you need a hand with MYSql, send me a line. (A hacker but got it working 
well)
