I would say, 'just do it'... The licensing info seems pretty clear, as others have posted.
Borland licensing is a lot more user friendly than the MS ones. Sounds funny to say 'just do it' after recent software discussions, but in this case, I think (and other posts agree) you are well within your writes to do what you are trying or wanting to do.
