Thats a very good point. I agree totally. Finding 10 copies of a for
loop with identical copied code really sucks.

I can't count the number of times
I've seen so-called "experienced" programmers copy and paste
existing code. It drives me crazy. If there's a bug somewhere, I only
want to fix it once!

Meeting deadlines in itself is a very bad measure. Too often have I
seen people "Meet the deadline" but the cost of ownership because 4
times what it should have because of implementation. It's good to have
someone that can assess the time of a job based on their own
limitations, (and be accurate to +/- 25% :D )
