I'm not sure - I read on Google groups that it was in Quality Central, but I have not used QC before and I am having trouble finding the entry.

No It's not there. I had tried creating an ActiveX library - still not there.

So I'm stuck at the point where Delphi 6 has an unresolved documented bug with creating ActiveX wrappers around VCL components - and BDS2006 doesn't support the feature anymore.
