The only documented api change in
[http://www.rasterbar.com/products/libtorrent/manual.html#proxy-settings
proxy settings] from 0.15 to 0.16 are the addition of `proxy_hostnames`
and `proxy_peer_connections` for which the python bindings are missing and
that may be the issue.
