Yep I looked again at the Deluge code and it will not overwrite if the
proxy in set to None and testing with simple client and Deluge shows the
Python bindings appear to get and set ok so this could suggests a deeper
issue in lt 0.16.
I would suggest moving the discussion to libtorrent bug tracker.
