As I understand (from reading http://translationproject.org/html/translators.html) once you have submitted a translation there is some time for other members of the Czech team to comment and then the coordinator of that team posts the file up. But, I have never been involved in translations before so I may be wrong, someone at the translationproject will be able to help I hope.
