I saw that you have tried another build dated 25th May, so I tested this one too from the zip version and it still will not allow any window re-size nor run LilyPond. From all I have read it would seem likely that some combination of library versions and compiler versions will work, but I don't know how to find out which. Have you been able to re-test the one that appeared to work on windows vista?
