With deferrable constraints, there *will* be a difference between RESTRICT and
NO ACTION, see the functional specification. So, separating the explanations
for RESTRICT and NO ACTION will be good anyway, notwithstanding the Derby
limitation mentioned above which essentially made the difference between the
two action modes nil.
