Not sure all the run-time behavior should be under the SET CONSTRAINTS section;
new behavior happens at insert, update, delete, commit, XA commit and routine
return as well... so better centralize it in the main section on deferrable
constraints, I think, and cross reference others there and keep those other
explanations shorter, or omit them in favor of only the cross reference?
