I don't think the comment block is a good idea, it doesn't cover new languages
so the so-called "merge problem" would still be there. Also if anyone writes a
tool to aid with translation then the comments are going to be left in the file.
I don't think there's any issue with merges, this is an XML format which means
it's structured, so simple tools can be written to process any input from a
translator, e.g. normalize it, extract what's different from its original,
apply that to the latest version etc.
Also picking an existing standard format is a good approach, this may make it
easier for translators as they may have tools that process the file. Also it
may mean we have access to existing tools to process the file, e.g. for handing
multiple versions from different translators.
