Hi Kim,

What you have to do is connect to testDB without setting 
derby.authentication.provider (or you can connect to testDB using whatever 
legacy authentication mechanism you were using with Derby 10.8). Once you are 
connected to testDB, you should be able to call syscs_create_user(). Thanks.
