That was a hot topic back then. If you search [email protected] for
"crypto" or "TSU" you'll get lots of hits.
Most of that good info was added to http://www.apache.org/dev/crypto.html,
which also outlines the steps that PMCs are to take (and does not include
obtaining a Commodity Classification Request from the Department of Commerce).
